I think the idea is about white privilege for the most part. Maybe as a white person, you don't have any resentment towards people with a different race than yours, but when it comes down to it, you're also not a very strong advocate for the rights of people of a different race. Certainly you don't disagree with what these activist groups are doing, but you aren't gung-ho about joining in the fight either. Or maybe you're the type of person who doesn't regularly see the types of discrimination that people of different races are subjected to and don't personally believe that this sort of institutional discrimination exists as prevalent as people say it does (Though i believe that this just makes you ill informed more than racist). The point of the statement "because i'm white, i'm racist" being that someone who is given privilege throughout society who does not stop in his own path to help his brothers of separate background but rather feels sympathy and keeps marching forward is not someone who is necessarily on the side of those with an ethnicity different to his own.

And this isn't my personal belief. But i think, standing in the shoes of somebody who is being given less than somebody else simply because they appear different, i might see the idea to be fair.
