No clue, but I saw a bunch of other photos of priests from Poland using brushes like that one for blessing stuff.

Ah, I see. I was just wondering because I'm a Wiccan Witch and we use brooms in our religion too, but for a few different uses. However, using them to bless things is one of the ways we use it.

The blessing is intended to show how we incorporate God into our daily lives. Everything, from the smallest thing to the greatest thing is to be dedicated and given to and for God. Alexander Schmemann lays it out wonderfully in his book, For the life of the world. With that said I would feel uncomfortable with my priest blessing a weapon. Orthodoxy isn't pacifist but I can see the problems with blessing an item which only exists within the fallen world. I would prefer to the members of the military be blessed rather than the weapons themselves but what do I know?
