If some people had superpowers, would you support a law requiring them to register this fact?
I'm not trying to start a 'civil war' or anything.

It would be pretty dangerous if they didn't require it. There are already laws requiring people to register weapons, and having a superpower is basically like having a really powerful weapon.

in theory yes, but i'm not too sure if any law regarding the usage of super powers could be effectively enforced - particularly if the people with superpowers can out-power the entire force of the military.

Yeah because they might use their superpowers for criminal activities. Although I do not think they should stop people from using their powers but the registration part would be a good precaution to track them down if they did commit some sort of crime.

What if their power is not dangerous?

I agree with this completely. The same laws that protect any citizen from discrimination should apply, and they should have the same rights. But a super power could be used for harm potentially and should be registered the same as a firearm, and to prevent further discrimination all should be registered. It would get very messy deciding which people should and should not register, and possibly violate rights.

Different powers could be registered under different threat levels and require different levels of documentation.

Level 5: Completely safe.
Level 4: Capable of causing minor injury.
Level 3: Capable of causing major injury or death.
Level 2: Likely to cause injury or death whether the user means it or not.
Level 1: Threatening at a large scale.

Those with power will decide the rules eventually.

No. Superpowers aren't simply a weapon, they're (presumably) a part of who the person is at that point. Forcing someone to register because of their race, religion, or creed just leads to profiling or worse, the same goes for superpowers. Up until they committed a crime, some sort of registry upon them would infringe upon their privacy.
