It's not just cruises. Over the years, I've been on enough group excursions all around the world to know there's too often at least just one person who thinks the rules don't apply to them (e.g be at the bus/boat/meeting point at 11:30; don't desecrate the natives' [place/object/whatever]; be sure to bring [documents/equipment/protective gear]; eat what you take from the buffet and don't try to steal the hotel's entire wheel of Camembert cheese to bring on the bus with you-- this actually happened-- hotel proprietress was screaming at the would-be thief, who actually seemed put-off to be denied the "souvenir"-- almost 30 years ago, and I still remember it). It screws things up for everyone, and I imagine it drives tour guides and operators nuts.

Well there are some rules that is maybe not known or don't know the limites (like trying to take some with you food etc) but then again there would be some limits that would be on what one would do.
But yeah much things can annoy them either it being about what other people do to their working place (bus or any kind of equipment and vehicles).

as there are some thing I could most likely do without noticing its a bad thing.
