I know all Blu Rays are 1080 hd, this does not mean that the video is a native 1080.

Some animes are released with a resolution between 720 and 1080 but the vast majority are broadcasted at 720p.

My question is: Do these shows get a better version once the Blu Ray is released? or is it the same 720p upscaled to 1080?

Blu Ray doesn't really come into it's own until you run it into a wide screen TV. I use a 1920x1080 28 inch computer monitor to watch Crunchyroll so I can verify it. One example is if you watch AKB0048 Blu Ray discs on a 52 inch TV. The interior scenes are about like watching at 720 on the computer monitor, but the OP and ED scenes, and all the concerts suddenly explode across the screen with graphics and color. You can really tell the difference there.

There is a resolution to distance chart you can refer yourself to.

i think the biggest improvement you'd see is if they redo the entire scene (classic example: episode 9 of Mekakucity)
