How did Magi: Labyrinth of Magic get a TV14 rating?

I recently discovered that the show was not listed as TVMA but as TV14 and that blew my mind, how is that even possible? Having watched both seasons it can get pretty violent at times (http://www.anime-evo.net/wp-content/uploads/2013/12/MagiS2_10_4.jpg) and that alone could garner an MA rating but on top of that there's a lot of sexual themes and actual uncensored nudity (https://s-media-cache-ak0.pinimg.com/736x/b3/18/76/b31876d4c06647b9098e2a27f5e8c819.jpg). A thing to note is, it hasn't aired on U.S. TV but I assume like Code Geass the violence would stay but the nudity would be censored regardless of its rating since it would be on Toonami. Now don't get upset as I know some people get all defensive, I'm not trashing the anime I'm just curious as to how that rating is even possible.

Because it's anime, probably. Most execs from a western perspective wouldn't think to rate an anime TV-MA unless it was usually much more pornographic (as in, an ecchi). This can mostly be associated with the stereotype that anime is "for kids".

I watched shit like this when I was fourteen, though. Didn't faze me at all.

That second picture isn't that bad. Code Geass had a full on teenage girl getting raped by a table.
