Like Spiderman said, the main difficulty in having something completely sealed is the lack of air transfer in and out of the case. Computers need to be cooled constantly otherwise their delicate processors simply stop working, heat is bad and they produce a lot of it. I think it's technologically feasible, but the end result is neither cheap, practical, nor light enough to be called a laptop. So on the subject of cooling, an internal cooling system is pretty common amongst hard core gamers in desktop systems. But laptops, no way can you fit that kind of machinery into a small space. Laptop cases are already cramped enough as they are with their memory, processors, motherboard and hard drives.

Phones and tablets these days are computers just the same, but I think their small, thin design has something to do with them staying cool better.

Rust is also a problem, making it so no metal is exposed to potential water is kind of difficult with a laptop as opposed to a handheld device.

Its probably a dumb idea people will just go buy a water proof laptop and go to pools to watch or play games instead of swimming

Here's an idea I've seen people do. Use a tablet for your light computing needs and put it in a ziploc bag, get a waterproof bluetooth keyboard and you're all set. Boom, instant waterproof laptop.
