anime is short for animation.
animation is cartoons.
so no. anime is from any country that makes it.

France produces quite a few good anime artists. And the only reason most anime comes from Japan, is because its still just getting started up over here. In maybe 2-5 more years, there will be much more anime being produced outside of Japan.

Not really... some anime are from China like... Cooking Master Boy and The Legend of the Condor hero... I'm not talking about the Drama show but there is an anime version of it..

Anime is Japanese, taken from manga as an alternative to live-action television in the early 20th century. It is Japanese in it's entirety; this absolutely does not change because some non-Japanese company copies the style.
