I don't actually know the criteria by which it's determined, but networks need to form contracts with the rights-holders in Japan to air, stream, or release a show to audiences outside Japan. The contracts stipulate the terms of the agreement between the network and the rights-holders and may restrict the regions the show can be released in and the languages the network is allowed to create translations for. Some potential reasons for holding out on a particular region might include prospects for forming contracts with other companies in other regions, the cost of developing content for the regions in question, or the danger that content may be leaked in Japan through piracy if it is made available to certain other regions.

Yeah, I was very pissed off to see that Slam Dunk was available for Americans on Crunchyroll but not for subscribers in Australia.

It is affected by a lot of things, Crunchyroll as far as I know is playing things based off of partnerships with distributors so if a distributor doesn't own the rights in your reason it could be held from the region. Also very weird things get banned in certain countries and that affects some other things.

So from my understanding it has to do with Crunchyroll bidding and purchasing licenses to stream content. The licenses they bid for aren't universal. Sometimes there are providers in different countries who obtain the rights and sometimes there are legal reasons why anime cannot be streamed in other countries.

Japanese publishers seem to rarely care, but the thing is anime most often gets re-licensed by an American company which either doesn't care or doesn't want to give streaming license for any other region, apart from US.
And variety of other reasons. I imagine it differs from anime to anime.

This has actually been really insightful. Thanks guys!

There's me thinking its for some stupid reason like "Ehhh australia as a whole didnt care much for anime x, y, and z, so we wont let those who did care watch it". Instead its based on poor business decisions

here is someone compilation of all the legal stream sites and the reqion they can stream to

http://yattatachi.com/legal-anime-streaming-sites

So if those company that can and or has the rights to stream in your country does not have those title in their portfolio then you can't see them ...not unless... they buy hat title streaming rights
It also takes more money to add regions ...etc etc

but pretty much that is how it works.

I think it's either because some other company has already licensed that title in that region or the licensing cost is more than the revenue they are gonna make on that region.
