They won't be able to do much if the data center/server are located outside Japan since Japanese law enforcement exclusively work within Japanese territory. The best thing they can do is raid and destroy servers located in Japan and send DSMA notes to the host of each server. They will be able to but down most hosting companies like one, godaddy and etc. However if it's hosted by one person then it depends on the person.

Either way most illegal stuff is hosted and located in China or Russia, two counties that basically doesn't give a crap

I have to agree, there are a couple of shows that are out now, which I want to watch but they are not offered by any legitimate service in the west. If the barriers were broken down, I'd have no problem using google translate to view/pay for shows that I'm interested in. It's kind of frustrating, especially when fansubs are illegal.

Anime streaming on unlicensed websites is something that's going to stay. You shoot one down, many more come up. Japan cannot do anything to sites that aren't hosted in Japan.

Also, fansubs are not done by the streaming sites. The sites just download the fastest fansub they can get their hands on and upload them to their site. Most fansubs nowadays are just CR/Funi rips or edited CR/Funi scripts, so they are pretty fast.

It also would be nice if there was an option on CR to watch anime offline as there isn't internet everywhere.

Piracy is a difficult topic. Similar to movies, you just have to make it easier to watch legally to encourage people to not pirate. Slashing sites is all well and good, but no license in a country is asking for trouble. People shouldn't pirate, but the bad apples will go for it, especially if there is no alternative in their country. Anime also needs to figure out how to reach its market. Many of us used to use illegal stream and this was how we found anime before going to crunchy, funimation, etc.

Also just remembered another thing.

Quality.

CR is fast, and somewhat decent in quality. Funi is fast, bar the first week, and not so great in quality.
Fansubs is a mixed bag. You can get fast releases and decent quality, or go for the slightly slower option for really good quality. Fansubs also require you to know which group is good for what, because some groups aren't that great.

I'm aware that the current players on CR and Funi can't exactly do that much, but it would be really nice if it could. Although better fonts shouldn't be too hard, as Funi's look pretty bad. And I believe in order to do karaoke they need music licensing, but again it would be really nice if they could.

yeah, i hate to say it, but illegal fansubs are generally better. its the whole love vs job thing.
