I'm looking for an anime that is really good/bad that not many people have heard about. Something that is appreciated by a very niche group, (maybe something from the late 20th century, early 21st century movements?), that never had it's chance to run in the mainstream. Any suggestions? Some examples of things I'm referring to is stuff like "Alien 9", "Blue Submarine No. 6", "Jin-Rou", etc. Thanks!

Similar but not the same. They're asking for titles that are great, you're asking for cult titles that even when considered bad by many others swear by. At least on my part both threads would get different answers.

Tsukihime - (players of the visual novels hate it but most who never played the games find it enjoyable)
Denpa Teki no Kanojo (rarely heard of it's a series of two animated movies about teens hunting serial killers)
Tokko (Hell invading Earth and those caught in between)
Strait-jacket (a bittersweet conspiracy theory-style futuristic action show that'll leave you questioning society and morality)
Loups=Garous (animated movie shades of George Orwell's 1984 involving 4 teen girls revolting against their society)
Okami Kakushi: Masque of the Wolf (by the creators of Higurashi When They Cry and Umineko When They Cry)
Mahoaba: Heartful Days (a fun comedy about a teen going to live with his cousin and her friends at a motel she owns)
Soul-link (about a space station school taken over by hostage takers on a political mission)
Box of Goblins (about a cop and a reporter tracking down a serial killer)
Psychic Detective Yakumo (the name pretty much says it all)
Ryoko's Case Files (Detectives done in X-Files fashion)
Glass Maiden (a modern day pulp/noir style scifi mystery)
Nagasarete Airantou (one of the biggest harem comedies every created, one poor guy and a whole island full of women after him)
MM! (Love-triangle comedy based on S&M, ecchi not hentai)
Mayo Chiki (hare-comedy in a similar style to Nisekoi)

I'll try to think of other titles as well.

Two good ones that I almost never hear anyone else mention:

Aishiteruze Baby
Valkyria Chronicles


On the flip side, if you want something both obscure and really bad:

Kono Aozora ni Yakusoku Wo
30-Sai no Hoken Taiiku
Keitai Shoujo
Megane no Kanojo
