From what I know it's generally considered taboo in Japan to discuss the Emperor and the Imperial Family in anything but an educational context, and a couple other exceptions I can't quite remember. So you don't really get the same kind of celebrity cult that the Windsors have.

The only effect I see that this has for anyone is the Japanese people will lose their national holiday on 23 December and gain a new one on 23 February because of the new emperor's birthday.

I think that would be a good move on his part. For one, he's getting up there in age, he might as well enjoy the rest of his life relaxing. Another thing, it's still a constitutional monarchy: if he can't fulfill all the ceremonial duties, he might as well pass it on to his son who could be more physically able to. He's still getting paid to be an emperor, even though he's just a symbolic figure. I'm sure the taxpayers would appreciate someone who can deal with the diplomatic affairs.
