In a couple animes I've been watching, they sometimes pronounce another's Japanese name in syllables. Does this have any meaning?

It is generally being sarcastic or sensual.

I'd say it depends on context.

Let's say you stole a biscuit, and you're running around yelling, and jumping in the couch. Suddenly, your mother calls out your FULL name. What do you think that would mean?

It's just a way to add emphasis with an underlying message. A bundle of subtext. It isn't unique to Japanese culture, although commonly exaggerated in anime and manga.
