In a couple animes I've been watching, they sometimes pronounce another's Japanese name in syllables. Does this have any meaning?

It's just a way to add emphasis with an underlying message. A bundle of subtext. It isn't unique to Japanese culture, although commonly exaggerated in anime and manga.
