Actually, Congress was trying to find some "compromise" measure that would allow freed slaves back out of the country rather than suddenly unemploying millions of them, and with an Emancipation amendment still looking unlikely, Lincoln was first in favor of some measures being experimentally explored to relocate ex-slaves to set up some independent island nation of their own.

The Civil War happened because of state's rights. Thousands of black people fought side by side with white people in the Confederate army. I don't think slavery was the major issue. President Jefferson Davis was prepared to abolish slavery in order to gain recognition for the CSA at the international level. France and Britain won't recognize the CSA if there were slavery.
