The blind man is a puppet maker and would often use buttons to form the eyes of his puppets. He developed the obsession when he lost his sight because he wanted to ensure that the eyes of his beloved creations would be perfect and not fail them like his own did. And perhaps on some level it is an expression of sorrow for him to obsess over the object he would use to "grant eyes" when he himself can no longer see.
