This is not nearly as complicated as my other forum topics, but I just have a general question. One Piece has had a problem for a long time, and that's its struggling animation. The usual episode contains below-standard animation that just barely conveys motion, but occasionally there are tiny excerpts in the episode that are way beyond standard. It's so jarring that I'm tempted to believe that someone else entirely animated the sequence. The scratchy, thick linework, the double-shading and highlights, it's so different from what is usually seen. So this all just kinda boils down to a single question. What's up with One Piece's Animation?

Anime studios often outsource animation for less important scenes (dialogue scenes with little movement in them) so that they can animate more work-intensive scenes (usually action scenes) in-house.
