I only have three anime suggestions--all of which are classics:
Serial Experiments Lain
Ghost in the Shell
Steins; Gate (the anime is incredible--the visual novel is even better, if you like VNs)

William Gibson is the obvious place to start so if you haven't read his work, particularly his earlier work, you owe it to yourself to start there.

Bladerunner is probably still the seminal cyberpunk movie so that's another must experience. The book it's based on by Philip K. Dick, Do Androids Dream of Electric Sheep, is also very good. I'd also recommend dabbling in some of Dick's other writing as well though it's not all cyberpunk and some of it is pretty.. out there.

For anime, I always recommend the original Bubblegum Crisis series as well as the spin-off series AD Police Files. Both are absolute classics with BGC being a more action oriented take and ADP being a more "hard" take on cyberpunk.

For games, there's always the Deus Ex series to explore but I'd have to throw in the Shadowrun games as well. Shadowrun mixes cyberpunk with fantasy elements (magic, typical fantasy races, etc.) but does so very well. The more recent Shadowrun games are frequently on sale on PC, and are fairly cheap even when they aren't on sale, and all provide a very good time. If you want to go even further back, you can check out the Shadowrun games from the SNES and Genesis. I much preferred the SNES game but many others prefer the Genesis version (they are completely different games and not just a port from one system to the other).
