Going up against Russia's military is more risky if thats what you're asking. N. Korea may talk a big game but the US has 100 times the nukes they do, and the advance technology to stop theirs in its tracks.

But do they have the technology to reach the U.S.?

They are a threat to others in their area but it's highly debatable if they have the technology to produce a ICBM let alone a warhead small enough to reach the U.S. and if they did it would have to overcome the Aegis missile defense system that has a pretty high success rate in 1 in 1 testing.

You then have to wonder how many anti ballistic missile systems the U.S. has stationed on the west coast. My guess would be in the hundreds and if you where to take all of this into account North Korea posses no real threat TO the U.S.

Which would only leave Russia as the only real threat but it's still just a shell of its former self. They do have a pretty advanced anti ballistic missile defense program and they are in development of their own 6th gen aircraft but most of their forces used to project power rely on old Soviet era tech.

Russia, definitely.

Best Korea's barking is largely for the sake of its internal propaganda. It saber rattles to make itself feel pretty. But one truly stupid move and it would get wiped off the map. Whether the US turns it into a parking lot, China rolls over on it or Russia "annexes" it.

Not sure if socialist is the right word, a bit too broad. An agrarian communist with an emphasis on self reliance is more appropriate. The whole point of Juche and their continued starved existence is to depend on their own people, who are starving without foreign aid ironically.

Russia would be the bigger threat, having a larger conventional military, nuclear force and generally being opposed to American interests. Of course that assumes these threats have actual weight as in "we're going to war with them". Of course speaking on whether there will be an actual war with these powers I'm skeptical on that. Even if you discount the possibility that North Korea has working nukes (which is looking possible) they have an even more effective deterrent in the form of a massive potential refugee and humanitarian crisis that neither South Korea, Japan, nor China want to deal with. The US would need the support of the former two in order to conduct military operations, and the latter has been pretty clear that they will remain NK's protector unless its the Glorious Leader who initiates the conflict (which they won't). So "Best Korea's" threat level is minimal, because they're not stupid enough to start shit.

As for Russia, I honestly think that all that will amount to is saber-rattling and posturing. Russia is trying to reassert itself as a significant power by meddling in the affairs of countries they have an interest in. The US (or Clinton in this case) doesn't like that because the US is the Global Hegemon and Russia throwing its weight around disrupts the beneficial order they have going where they moderate the foreign affairs of other nations. Neither nation has any interest in blowing each other up over Syria of all places (aka a really stupid hill to die on) and I think enough people in the two governments are smart enough to realize this. Clinton might be talking a big game about taking a harder stance on Russia, but talk is cheap. Especially the kind that occurs during elections.

Personally I think as long as NK doesn't annex SK, they are not a threat at all.

Russia won't go to war with America - war is no longer as profitable as trade thanks to globalization.

The next leader of America will probably be trump due to his large following, but he will be reigned by the powers that be - disobedient presidents have a tendency to get shot.

ISIS has no ability to wage war upon anyone due to randomly attacking every large country in Europe as well as the USA, simultaneously.

China is the only real threat currently, since if Japan declares on China for building military installations in other countries waters America will be obliged to assist.
