So much anime is available in English. I know it gets subtitled in other languages through Crunchyroll but I don't think other countries acquire as many shows in their local language as North America. So anime fans who want to watch more anime either have to learn Japanese or English. English is a more useful language internationally and they're probably learning it in school anyway. Being fluent in English allows you to choose from the many thousands of series that have been released by either physical media, streaming or fansubs.

I think it is more of a matter of English just being used a lot overall. There is a lot more than just anime that comes in English is what I mean. Subbed anime is a small factor in the overall scale of things I would think. Also there is region blocks for official sites like this one, or dvd regions, they can be stepped around but if you follow them, most stuff in your region should be in your language I would think. Sometimes you get something in English and you can't even view it cause it is for a different region. You aren't really suppose to step over the region rules/laws but people will anyways.

True but I think the biggest reason something isn't available in a particular region is because its simply hasn't been released yet or never will because demand and production is lower so only so many series can get licensed there. With legal streaming you can only watch shows specifically unblocked for that region, but that doesn't mean other ones are (or should be) necessarily prohibited to view in that country.

No, it didn't encourage me. I already spoke English because of other things like school or movies and games I watched/played in English just because I wanted to see them in their original language.

I live in Germany and over here we have multiple licensors for Anime and Manga, which translate them from Japanese to German (subs and dubs). That means I watch Anime with German subs. I only watch Crunchyroll licensed anime with English subtitles, because they seem to only translate their English subs to German. And in every translation something gets lost so a translation from another translation is often not as good as a translation from the original language.

tl;dr I only watch in English if English is the original language. For Anime only if crunchyroll licensed them.
