So, I grew up with anime before the big craze and before weebs where a thing. Grew up on Fist of the North Star, Bebop, Trigun, Excel Saga, Big O, Lupin, FLCL (like 70% of the Adult Swim lineup), and mostly westernized stuff from action genres.

I haven't watched anime except for reruns of Adult Swim stuff in years because I personally hate what it is today and the fans I find even worse. I want to get back into some good anime but everything I start, I cringe out of and just give up.

I'm just looking for suggestions for modern action-y animes that aren't filled over-emotional characters doing mundane things for the entirety of the series that aren't so outlandish that it diverges on weeb territory unless its trying for comedy or something. Stuff that can hold a candle to Bebop, which is still the king of anime in my book. It's like ever since bebop nothing has been able to give me that same high.

It's difficult to take you seriously when you use the term "weeb" unironically.

Anyway, 91 Days, which was from this season, sounds similar to what you're looking for. Black Lagoon might also be up your alley, though, calling it modern might be a little questionable.

Well first of all anime like this long before Toonami existed. Otaku culture was a thing ever since Gundam became a thing. Heck Otaku video was made in 1991. The difference is now there aren't people deciding what is acceptable for a Western audience. The filter between stuff people decide you can watch and all anime being made vanished with the rise of the internet.

Anyways with that out the way try Samurai Champloo and Kids on the Slope. They're directed and produced by the guy who did Cowboy Bebop.
Just don't go into them thinking they're the next Bebop. Try and appreciate them for what they are.

To be fair weebs are actually a thing. They aren't nearly as prevlent as some people make them out to be though.
