I get about a notification from the Crunchyroll app once every few days, definitely not spammy. It seems it's based on your queue though.

Go to change.org. You might have more luck there.

I honestly don't care, sorry.

Well, CodeReign, there's your answer. Your settings need adjusting. Good luck, otherwise.

I've gotten notifications every few days or weeks, and find them useless and a little annoying, but also easily ignored. Anyway, while it may be different for different devices, on mine (Galaxy S5), the Notifications setting to turn them off isn't in the app itself, but in the main device Settings. While there you can shut off notifications from most other apps too.

Step #1: Get porn virus.
Step #2: Blame Crunchyroll.

I've had the CR app for 2-3 months, I've never gotten any advertisements via notifications.

Given that other popular apps (Amazon, eBay, Netflix) DO send me these kinds of notifications I doubt they are considered a violation of Google's terms.

Just go to Settings-Notifications and turn them off if they bother you.

Weird, I have never gotten any adds on the Crunchyroll app. Being on the Android version I binge watch the heck out of it. Not once have I had an ad.

Though if you want to flag it go ahead, it's your choice.
