Other than a few dozen common words, you cannot learn Japanese from anime. I've been studying Japanese for close to 2 years, and within the first few days of study I learned more than I did over years of watching anime. I still can't really understand Japanese, but i'd know enough to easily pass JLPT N5, and yet only about 0.001% of what I know came from anime.

A few things that anime can help out with though is understanding grammar, listening ability, and help you to remember vocabulary you've already previously learned.

Reinforcement and building upon your knowledge base, yes. That's a pretty normal route to take after finishing the main textbooks like Genki 1+2 or Minna no nihongo. I think Tobira is a recommended book and it utilizes media for learning advanced intermmediate Japanese.

Based on Anime only I recognize a few words here and there but I can't even manage a preview without subs let alone a full episode. I might be able to parrot some basic phrases often used in Anime but I can't form a spontaneous sentence. You definitely need to study vocabulary, grammar and Kanji in order to really understand and use the language.

Sure, I know like twenty whole Japanese words from watching anime. Wow.

You can probably learn a lot of Japanese from anime if you tried very seriously, but it would be considerably easier to just read a text/audio book that's actually designed to teach the language.

"People who know Japanese from anime"

I mean, the standard for true fluency is very high, that making it nearly impossible if not so from watching anime. So nah, impossible. At least by my interpretation of the word fluent
