I would like to sort the shows by rating to see which anime's are the most popular among the CR family. I would also like to see an improvement in general for sorting/searching shows.

That probably wouldn't be too revealing, given that the vast majority of shows end up being rated 4-5 stars.

The measure of actual popularity (in terms of number of views), has long been available:

I don't recall CR ever revealing the sampling interval for determining this ranking, but it must be relatively short, as new simulcasts tend to peak on the day of release, and then slide back down as the week progresses.

If it has one weakness it is that it probably isn't weighted on the number of episodes available for the series, which biases it somewhat toward longer running series. (For example, as I type this Bleach is still at #13, despite having ended long ago). That does mean that if you see a new simulcast bump Naruto Shippuden or One Piece from the top two spots, however, that most recent episode was very popular.

Just because all the scores cluster at the high end is no excuse. At a bare minimum, a rating filter would weed out the *awful* anime.

And even then, you can apply transformations to a user's score to normalize them. Sites like Netflix and Metacritic take into account reviewer biases, so for example, if a particular reviewer rarely rates things a 5, then their "5" will be worth more than a "5" from a reviewer who uniformly reviews things as 4 or 5.
