Rocko's Modern Life was definitely like this. During the first season, one of the restaurants was called the "Chokey Chicken." There was a lot of satire of modern corporations, the justice system, city governments, consumerism, and just life in the '90s in general. Also, let's not forget his creeper neighbor lady.
Spongebob Squarepants was similar, which isn't surprising,, considering Stephen Hillenburg worked on Rocko's Modern Life.

Saw zootopia recently. A clean joke but the bit about DMV workers being sloths was clearly meant for adults. The kids will find it funny but the adults will understand the true humor behind the joke.

Yeah, Rocko is like Exhibit A of kids' shows with adult humor in them. I'm not even sure how it managed to stay on the air as long as it did. It had several episodes get banned or taken off the air for particularly blatant skits, but even the episodes that weren't banned almost always had stuff that had apparently flown right over the censors' heads.

I mean, there was at least one episode where Rocko was shown working as a phone sex operator, and that's fairly tame compared to other things I can recall from the show.
