Who's gonna do the underwear inspections?

EDIT:

Now, if they had said, all kids have to wear a radiation detection badge, I'd be all for it. They need to know how much radiation the kids are getting exposed to from those southerly Fukushima winds...

a dress code means it will be monitored .
who will check whether is the underwear really white ?
and isn't that sexual harassment ?

Ideally to prevent underwear showing it should be off-white or match the wearers skin color. But I guess if the outer clothes are slightly translucent, skin colored underwear will make it look like you're not wearing any underwear.

How would they enforce this? Routine panty checks?

Obviously they will have Disciplinary Committee members watching everyone's butts all the time.

Many schools in the UK today even have school bags sold with the school logo. They also wear uniforms. Over a decade ago it was thought that uniforms were on their way out and some schools didn't have uniforms. That all changed. Now I don't know any school without uniforms. This time they're being extra picky. Now even the shirts have the school logo and students can get penalised for not wearing the school brand attire. It used to be just the school blazer or jacket that carried the school logo and shirts, etc were non branded that could be bought in any general shop. That used to be accepted if it was in the school colours, cut/style. Now it all attire must be from the school official suppliers with the price to match. No trainers/sneakers allowed for general school foot wear unless you have a PE lesson. No visible shoe logos allowed either.

In the Caribbean they're strict about uniforms too. In my grammar school we were only allowed to use black hair ornaments with our school uniform. Skirt lengths had to fall exactly 2 inches below the knee. Yes some teachers went around with measuring tapes to check. Shoes had to be entirely black. There was a rumour going around that they were going to start putting under wear in the dress code. That would be both bras and panties. It didn't happen though. Some teachers didn't like seeing lacy things under the thin white school shirts.
