Literally Night Trap on Sega CD was the one to spark it. I mean maybe among other games. But its really interesting (congress vs night trap: 1993)

Mmm. FMVs.

I vaguely remember that Night Trap was a thing, but I had Sewer Shark to make me regret the Sega CD. ...hell, today you can find out that there were worse games on other systems. Phantasmagoria, 1995. No age label that I can find. Sadomasochistic bondage club.

Looking into it a bit more, the ESRB was established (1994) for multiple events that only included Night Trap. Mortal Kombat and other unspecified games depicting intense sexual or violent content caused an uproar among the culturally oversensitive around that time.
