But...the whole reason DC exists is so the national government wouldn't be centered in any one state. I think it's even in the Constitution.

Exactly: They're the American Vatican City, that aren't Italian "citizens" of Rome, but their own independent sovereignty, so they can speak impartially on world issues.
Just like the UN has a degree of its own sovereignty at the NYC and Geneva buildings.

That also why the D stands for "District", which is why they're not a state like Virginia or Maryland.
Back then, "states" were independent political states who thought they were there to mind their own businesses, and that someone had come along to "unite" them. If DC had been a state, they'd have run the same risk of letting the other states go hang.
