You need pipes to cross rivers sooner or later. This project was in the works for like 40 years. They're not going to stop just because a pipe may break or some people with signs are yelling at them. A pipe may break in any other situation. They'll be strictly liable for it when it happens so they have incentives to actually make sure it doesn't break.

My experience with a pipeline was that the pipeline got SHOT all the time, and it never affected anything all that much except fines and repairs.
