They warn blind people that the sidewalk is ending, and they also work nicely to prevent shopping carts and baby carriages from rolling out onto a street.

They are actually the entrance to the sub-terranian world of Enten-Bagh. If you stand on particular stone in a particular pattern you will enter the world of such wonders as Picoch the Confusing Subway Map and the great and terrible FFFFFragghhhh, the vending machine of no chocolate and no refund.

I see them all over southern California,especially around the LA area and yes they are for the visually impaired.

If you push the bumps in the right pattern it reveals the entrance to a secret government lab where they study people tripping and falling on those things

Oddly enough, I have never seen those in NY, but they're actually a pretty good idea when one thinks about it.
