Being/acting cute can be hot..

Also the 'cute girl look' can sometimes be hotter than the 'hot girl look'. Yellow from pokemon for instance is 'cute' rather than 'hot'. I wouldnt tell her she was hot but she actually is hot because shes cute.

Sometimes when you call a guy 'hot' when you first meet them its kind of a turn off because it shows desperation, depending on context. Also Depends on the guy though.

I'd say call it like it is. How you describe someone can change based upon their overall look and fashion (surely they coordinated the look intentionally). I for one thought it awkward when this one girl called me cute when I was 22, big, and burly wearing fitted athletic clothing at the time.

Why not be more direct? Tell her "you're okay, I guess" or "you're not the worst person I know, relatively speaking"

You could tell her she looks nice or she looks good in that outfit.

I probably wouldnt tell her" youre okay, I guess. " Thats like telling her you dont find her attractive.

The point is to not give her a big head. Telling her things like "you're not going to scare any bears with that face" just lets her know that you care.

Yeah I definitely agree with you. Telling her shes hot implies you find her really attractive and it may turn her off when youre still just friends. Give her your approval but not too much.
