Do men on CR wear leggings?

Running & cycling tights, yes. Also unitards for cycling & as a cold weather & support layer.

Products specifically sold as Leggings, no, though I do wish there was more variety in the colors and patterns in tights for men, or at least in my size.

As for bulges, underwear usually takes care of that, and if not, a long shirt will cover it up.

But NEVER, EVER, the shirt, tied at the wait to try and cover my ass. It's not a good look on anybody, ever.
Just deal with your ass be it large, small or whatever. If you don't want your ass seen wear a skirt or baggy pants.
Or work out &/or save up for the ass you want if it bothers you that much.
