well, then i would say singapore. because in singapore, everything in school is being taught in english, from nursery (about 2-3 years old) to university postgrad programmes. exceptions are second and third language lessons. the only thing is the grammar and pronounciation can get quite bad, depending on who you are talking with.

EDIT:
actually, i think india has quite a large proportion of their population who are fluent in english. just that the accent can get rather challenging at times.

I would say the philippines. I think all of their classes are in English, aren't they? All the Filipinos I know speak English really well, but of course they can have really thick accents. A lot of Korean people go there to learn English because its better and probably cheaper.

Singapore has some pretty good English speakers but the pronunciation is so bad, it sometimes sounds like theyre still speaking Chinese

Norwegians aren't Asians, no matter how good they are at English! And I have never met a Chinese person who can pronounce English correctly. I have however met Japanese people who could so as for people I have met its the Japanese. I hear Singapore is good too for English just never met anyone from there.

Well, I do not have any comments on which country is the most fluent is English, because it is up to the individual and the given opportunity. If an individual does not want to study English and is horrible in the language, is it right to judge the whole country based on him, or a few others just like him/her? And the opportunities that the country offers, whether to give the child an education in English or another language also plays a part. So, I have no comment on this one.

Would be Singapore. It's one of the only few asian states that is more secular, and based on 'democracy'. Systems are meritocratic, lots of focus placed on cultural capital in Singaporeans. English is an important language and skills are increasingly more important than your heritage.

Stick you argue with me all the time, don't you know? Haha. I'm Singaporean. I suppose what gives would be the reluctance for Singaporeans to begin proper pronunciation following the British model though. It's so commonplace in Singapore to shorten terms whenever we can. Accent wise, we either sound neutrally absent of slang, or you'll hear the Singaporean slang instead.

Singapore too. We don't have 'Please speak in English' signs because people just break out in English when opening their mouth. A Chinese could be trying to speak Mandarin only to end up speaking in English. Same applies for the other races.

About everyone in Singapore aged 5 to 40 can speak English
