Singapore would be the answer due to govt policy. Almost Every kid on the street can speak English fluently.
But if you consider the population of people who can speak fluent English I think i would agree it might be Philippines

I don't know. Does it actually matter? Moreover where are you getting these statistics oh wait, this is your own belief right, I don't know? Do you have valid proof that this was even done by a reliable source? Even so Russia and the Middle East are very fluent in English, don't forget they're part of Asia.

@eos - Why do you seem so offended? The OP stated in his post that it was opinion based.

Say what you want about Wikipedia but the figures are backed by multiple sources so I would assume they're accurate.

In terms of sheer numbers the Asian country with the most English speakers is India by far simply because there's over a billion people in that country alone. Philippines ranks 5th in terms of English speaking population.

If you're going by percentage of population, looking at the list Singapore has the most at 80% English speakers with the Philippines right behind at 78% if we're just talking about Asian countries. Both countries require English classes in grade school so this isn't a surprise.

Having met a lot of filipinos, I would say they are probably one of the most fluent Asian nations that speaks English. Compared to other people I've met from other Asian countries, filipinos tend to be easier for me to understand. They do have an accent, but at the same time I can understand what it is that they are talking about. Our v's tend to be replaced with the "B" sound, and the "th" sound tends to sound like "da." I don't know about Singapore, but considering the country is highly diverse, I wouldn't really be surprised. India, definitely. For me, their accent is a tad bit more jumpy than the accent in Philippines, but it is still easy to understand. I think, because India was occupied by Britain for quite a long time, their accent stayed with the Indian people, so that's why their accent is what I consider "jumpy."
