I like the the thought , lol but I think you might be giving too much credit to a desired Otaku design, but maybe it might be what you say which would be nice.

Even though I'm pretty sure she's wearing a short skirt because that's what characters like vampire-girl wear it actually makes sense.
When you're allergic to sunlight the biggest problem is your upper body especially the shoulders, face and cleavage so wearing a white top with long sleeves made out of natural material (and not too close-fitting) is the best thing you can do. The legs are little bit more difficult to protect. It can get too hot in pants (unless you're wearing loose-fitting linen pants but which teenage girl does that?) and a pantyhose has too be very thick to keep the sun away, so too hot again. Using sunblocker instead is easier. You just have to be sure that you don't have to stay outside for too long.

That episode went by so fast. Which is good, and means that this is going to be a very good watch for me. I wanted more, it felt like a 5 minute episode.

I can't speak for what the production staff of the anime will do but the manga has no Sakie fanservice. It actually makes a point about her conscious effort to avoid it and minimise the effects of her succubus powers.
She's actually quite a sad, lonely and sympathetic character later on.

As nice and heart warming as this series is, there is also some important messages in this. In part this is a series about people with disabilities and how society treats them. The way Matchi's classmates try to avoid the topic of her head being the most obvious example of it.
