So long as it doesn't have to be contemporary I'd have to say Marcus Didius Severus Julianus Augustus. He was the Roman emperor who bought the throne just to enrich himself.

He devalued the Roman currency, and Trump wants to devalue the dollar.
Wherever Didius went he was greeted with groans, boos and sighs, as is Trump.
Didius declared an opponent a public enemy, Trump threatens to jail Clinton.

It should also be noted that, while not the immediate cause, the precedent that came from Julianus' reign was a contributor to the crises of the third century.

Isolating the US and banning Muslim immigration will likely increase the chances or terrorism, especially homegrown which has the been the source of the overwhelming majority of terrorist attacks in the US. Terror attacks will never be "non-existent" and the truth on the matter is that the world view needs to shift beyond methods we already know have not worked.

Given everything that Trump has proposed and done so far economically, we will see a short-term economic boom and then a bust with massive job loss that has the potential to be crippling. Such a move will only support big business in the long run and making everything in the US will be incredibly expensive for industries and consumers that the economy may freeze and any growth will be negligible if not completely absent.

Since he hates science and is setting the world up to worse global warming calling him Hitler would be kind he is going to push the world closer to its end.

He is already trying to use coal more and has banned scientists from sharing their research.
