Often I have been thankful that most people are just not very ambitious or not that intelligent. I don't think it's so much that the inhumane come out of hiding as much as the inhumane in the mundane are exposed. What I mean is that the average person is sinful and not very good, but we don't see much evil come from them because they are mediocre and not very ambitious. When a horrible situation befalls society at large --an extreme situation -- then you see the extremity pushing the evil of the mundane, average person to the surface. It's like that old saying "You don't know who someone really is until you see them under pressure". Your neighbors on the street really were not great people; you just never saw it pushed to the surface.

How about the view that the inhumane have always been there.It just takes catasrophy and apocalypse for most of the social norm to notice.Atrocities of the inhumane nature are always happening,it's just a matter of being aware of the situation around you to notice.There is also the fact of what is humane and inhumane.You may have not noticed inhumane actions in your day to day life because from your perspective they were human.

They're opportunistic. Same reason 'normal' people go loot during a riot.

We won't know for sure until it actually happens but that would be my assumption.

Because the fantasy that most apocalyptic fiction is set up to provide, that of doing away with all the bureaucracy and nonsense of modern life and simplifying things to survival vs death, usually demands some enemy for the hero to fight rather than just the natural world as it encroaches on the ruins of civilization - it'd be too "cozy" and insufficiently "badass" otherwise.

In addition to what others mentioned, it could also just be out of survival. They act out of self preservation and don't care about anyone else because they've been put under extreme conditions.

They are already coming out a lot of rumors going around that everything we know and believe in is going to change in September this year cause supposedly there is a alien fleet that's heading to earth. Its no longer the British tabloids but all of them now that are talking about it they are talking about it more than trump which I find interesting

I think humans are inherently good-ish, but when their survival is seriously threatened they will fight back or take measures they would not normally even consider to ensure the survival of themselves and their group.

So in the immediate aftermath of a world ending cataclysm I see aggressive groups forming but once things have calmed down they become more rational and cooperative.

First it depends on the totality of the disaster, a story about the San Andreas Fault or the New Madrid Fault for instance would be a survival until outside comes to help type story, if Yellowstone goes, that would affect a lot more.

But as far as the inhumane showing up, when state society at large breaks down, those societies that are formed outside of the state will step in, in Utah that would be the mostly the Mormon Church, in L.A. or New York on the other hand, it would most likely be street gangs. So it would also depend on the location.
