I mean I can understand the crazy part but the inhumane part escapes me. I understand that a person's mentality can only deal with so much when there's terror thus turning them crazy. But why turn evil in an apocalyptic world? Hell, even the crazies can later become evil. But I'm talking about regularly sane people that are out for blood for no reason. Although, I guess that isn't quite sane either. This is mainly asking why do the inhumane come out.

Society and laws are no longer there to hold back the darker desires and tendencies of mankind. Humans are more than willing to carry out terrible acts if they believe they won't be caught and punished or they feel the act is justified (e.g. trying to survive).

It doesn't take the end of the world for them to come out.

Search Google News for things like "murder", "kidnapping", "torture", etc.

Sometimes all it takes is war.

Lack of medication, both legal and illegal. A good percentage of the population is on some form of drugs. Ask yourself what happens when that supply is cut off and these people are then put in a high stress situation.

The end of the world is in effect the ultimate "no consequences" scenario.
People who know that their actions won't have any meaningful repercussions, particularly those who feel they've been "held back" or "held in check" by the rules of society and the laws governing wherever they happen to be, will feel like they can let loose and not hold back anymore.

The ideal of being unleashed from that perspective is understandable and would be almost irresistible for those on that edge.

Everyone's going to die anyway, and if not, there probably won't be enough people left to care.
If you're a person that feels like they have to actively suppress their darker urges to avoid being jailed, ostracized or just beaten to death, the end of everything would be the ultimate liberation.

There's 3 basic reactions one would expect to the end of the world.
1 - Resigned acceptance - these are the people accepting their fate and quietly making their peace with the world.
2 - Raging against the night - i.e. trying to find a way to prevent or escape it.
3 - Go out with a bang! Do whatever feels good or interesting or you've always wanted to try until you die from it or the world ends and you die anyway.

Honestly, I'd like to think I'd have reaction #2, but realistically, I'd be a combination of 2 & 3. 1 just seems like giving up to me, and I don't want to go out like that.

But if it's unquestionably the end, kisses will be stolen, feels will be copped, and vehicles will be operated pretty recklessly. Words will be spoken from the heart, and not all of then will be nice. There might be sword fights, and almost certainly cosplay. bad cosplay, good cosplay and impressively obscure cosplay that maybe one person recognizes, points at at gives the knowing nod to, or just shouts out the characters name and gives a thumbs up.

Its like being on the Internet and not thinking about the consequences of what you say and do. The fact that there would be no realistic consequences if the world is going to end just gives people that mentality of doing whatever they want without fear. This could just be a person just venting their frustrations with or two another person or something more dark and severe. While that may be an evil outcome to some, other people may take a different approach and do everything they can to assist those in needs until then end.

Maybe they don't? You're just talking about made up stuff, so it can be whatever you want.

If you want to talk about realistic disasters, then sure, the usual looters and rapists come out. Thugs who are always committing those crimes, and either getting away with it or being let out of prison later. They just all decide to do it at once when there's a good opportunity.
