I'd say they are about equal in their treatment of gays.
At least neither are like countries with certain religious majorities where gays are given the death penalty

And I point to the anti-sodomy laws a good portion of the United States use to enforce. Not to mention the good old ban on LGBT people serving in the military that only was struck down in 1993, and replaced for a long time with the don't tell don't ask policy. Oh I can also point out the fact it's only been two years since same sex couples could adopt.

Really for such a conservative country Japan makes the Yanks look ass backwards in a sort of 17th century sort of way when it comes to LGBT rights.

true but it is a start. As you know most times that is all that is needed for the movement to snowball

Maybe when Japan finely gets a real Constitution of their own and not use the one forced on them by the United States at the end of WW2 they will legalize it formally

You have no way of knowing that plus it doesn't have too it just has to be worded right with a simple phrase like

Japan recognize the rights of all of it's citizens to inherent rights of equality and protection under the law

Now that doesn't come out and say gay marriages but it does open the door and protects Japanese identity since it will only apply to Japanese citizens and since it's near impossible to become a Japanese citizen unless you are Japanese
