Why not just buy a new one, though? But I know very well how it is to use hand-me-downs but the fact that it's from a person you don't know and not really for schooling, wouldn't a new one be better?

I wouldn't purchase any sort of schoolgirl uniform/outfit. I know their purpose are, culturally speaking, for sexual purposes in some way or another. This shouldn't be much of a surprise considering there are also vending machines that dispense used panties of schoolgirls (at least when I lived there in 2000-2001 and I continue to hear "horror stories" [okay, just stories] of it happening still by friends who moved back).

There's also the issue of teenagers selling their undergarments to older men on the streets (to earn "spending money" that their parents wouldn't normally give them). The same goes for used schoolgirl uniforms. It's one of those things that I don't quite agree with on a personal level but it's also something that most Japanese residents/citizens don't agree with either. It's a bit of a sub-culture thing that isn't approved of by the masses but still goes on, regardless.
