Cersei and Jamie Lannister, and to an extent of that, Robert Baratheon, but mostly Cersei. She plotted and schemed to have the Iron Throne for herself so much that it ended up killing all of her children in one way or another. I'm only including the other two because they didn't see her scheming in time to prevent their deaths, and in one case, his own.

Initial thought is Gendo Ikari cause dude

Second are Charles vi Brittania and whatever her name was (lelouch parents) from Code Geass

Finally I have to mention

Itou Makoto and Saionji Sekai from School days

First two had drive to destroy the world and rebuild it to fit their own desires, last one were just really really bad people.

ash's mom from pokemon. Actually, lets just say every parent in that series. Who sends their ten year old child out with dangerous creatures running amok?

Your parents in Earthbound.

Dad lets his kid roam from city to city beating animals, people and aliens with a bat. Deposit's money into his bank account to reward him for it that you can withdraw from an ATM. Only asks that you call one once and a while from a payphone.

His mom on the other hand even lies to his teachers to cover for him so he can keep wandering the world beating things with a bat. ;p

I'm going with Goku. He's only interested in his kids when they're putting their lives on the line and fighting. And he's a shit husband. Never even kissed Chi Chi.

I got an interesting one, its from my ENGL 101A course where we had to write a research paper about it

A fairytale based off Cinderella, except not the movie kind, the original text by Grimm brothers.

Two mothers, one mother died, the sole daughter became part of the other mother's family. Since the heroine is known as Cinderella, she is 10X more beautiful and admiring than the two original daughters of the surviving mother. This would lead to the current mother, horribly mistreating her, making the heroine clean after everything, do the housework, etc, etc.

(Skipping the part the heroine went to the ball to impress the royalty and the prince.)

At this moment, the prince declared a plan to try on a glass slipper on any woman who was willing to come up and try. Halfway after no matches, the prince was coming to the surviving mother's house. The bad mother, who caught word of the prince's coming, had a plan to trick the prince for his daughters. For the eldest daughter, he told her to cut off a toe, because when you become royalty, you won't ever have to stand. She failed because when the prince whisked her away, she bled all over the floor of the prince's carriage. The second daughter was next, her foot did not fit, so the mother told her to cut off her one of her heels, since she will not be standing when she is a royal member. Once again, the prince falsely believed her, and she was caught when her blood soaked out of the slipper.

(Skipping to happy end)

Cinderella tried on the slipper, happy end.
Not just Cinderella though, most fairy tales tend to be pretty brutal and dangerous.
How I get a A+ on a 7 page synthesis.

I'd have to say Alighiero from Dante's Inferno.
That guy would only win a 'Father of the Year Reward" literally in hell.
Crappy dad, crappy husband and, even a crappy father-in-law.
Ali is one sick excuse for a parental figure!

actually for those people talking about goku he is likely probably a pretty decent parent/husband from my understanding of saiyan biology/culture would be considered a good husband/father since family ties are apparently from my understanding not that strong in the commoner classes in their culture more of close friends and comrades then family in most of their minds though exceptions existed while the royals had a closer to human view of what family is. so by human standards he wouldn't be that good but by saiyan commoners he would've been consider quite good most likely. so in his cases its a matter of perspective
