Unless you can prove he is a danger to others, I do not see why he should be locked up. There are festivals in rural countries where people pierce their cheeks with pipes.

Actually, he's a danger to others simply by pulling that stunt. Bullets can still have a lot of energy behind them after passing through thin obstacles, and it could have seriously gotten someone hurt if a person happened to be in the wrong place at the right time.
