Because a lot of people in the shop would be disgusted and the shop would have a hard time selling any sort of milk. Then the production and quality assurance would be a nightmare to stand being used to mass produce it you'd have to be a special kind of person because I don't see the donating option being able to be used for milk especially the rate it's consumed in some places my house alone goes through about 4 pints a day and that's not unusual of other peoples milk consumption some houses the kettle is hardly ever off in order to get that high a quantity to supply demand (for the sake of argument that it would be worth producing due to popularity) you'd need a farm... blood banks are always asking for people and never have enough so screening it wouldn't be efficient and the price would be high due to that alone.

but to answer because most people find the thought of milk along side people milk disgusting and production would be difficult and a lot of people don't like the idea of strangers drinking their milk for probably self satisfying reasons.

No formula milk is skimmed cows milk with added nutrients to suit humans. There are a few made from goats milk and some from soya. None is human breast milk.

Breast milk is usually donated to new borns through some hospital donation schemes in some countries. Many years ago they'd just have wet nurses. a lactating woman would be hired to breastfeed a baby of a wealthy family.

There was this one business venture to make icecream from breast milk for sale in London. They got the milk from healthy mothers who were paid for their milk. This milk was then pasteurised. After that the milk was used to make icecream. They did promote the fact that those allergic to cows' milk would be able to eat it. The business however didn't last long because some were so disgusted at the idea that they complained and took measures to have the place closed down.
