I've moved this to the Advice, Info, Recommendations forum and edited your image in your first post. There's a bug that means you need to remove the "$" in the image ID to get it to display). Tumblr is redirecting to a login page where I try your link, and since I, and others, don't have a tumblr that means we can't tell what image you are referring to with that link.

I don't recognise the clip but one of the staff member names in the image is 右山章太 (either "Migiyama Shouta" or "Uyama Shouta" depending on the reading).

Google then provides a Japanese wiki page with his series credits (https://www7.atwiki.jp/anime_wiki/pages/6519.html), which includes Re:Creators, which RedExodus mentioned.

Re:Creators confirmed (http://www.animenewsnetwork.com/news/2017-02-10/re-creators-original-anime-reveals-2nd-promo-video-main-cast-theme-song-artists/.112079) and it is Migiyama Shouta.
