Thats what I thought but just making sure. The problem is that both owners are women, they stated they went to Mexico and specifically talked to women. The article reported what they said. So you're throwing said joke in the wrong direction. That they took the recipes from women was a statement of fact.

Eh, it's a silly article anyway. Yes, if they ripped off other people's recipes that is indeed a problem and that should be the foremost one. But it also sounds like they put a lot of work into learning how to properly cook said style of food. Cuisine by its nature is ever shifting and evolving with new techniques, ingredients, styles and influences. I don't think you can culturally appropriate cooking styles.

Now, if they had decided to dress up as the Three Amigos and run a taco truck, sure. But is odd to be harping on someone for going to Mexico, loving the food and wanting to learn to make it. I mean, in the cooking world you're practically expected to cook and learn abroad. You wouldn't accuse a 5 star chef of culturally appropriation because he studied in France.
