You can't. You simply can't. EVERYTHING gives of electromagnetic radiation. Including yourself.

Even if you were somehow to say "I'm not worried about the radiation I give off!", You'd have to create a perfectly dark, perfect vaccum, and absolute zero, and even STILL, radiation would randomly pop in and out of existence. No. If you had a perfect vacuum at absolute zero - the quantum field theory ground state - nothing real would "pop in and out of existence". The field theory ground state is eigenstate of the Hamiltonian, and it doesn't change with time. It's true that physicists write the ground state of an interacting field theory (meaning one with forces) in terms of exchanges of virtual particles, but nothing is actually changing as a function of time. Saying that the vacuum is made of virtual particles that constantly "pop in and out of existence" is kind of like saying a green piece of paper is actually black, but it's just that every point on the black piece of paper is constantly and actively making itself green. The green piece of paper isn't doing anything to stay green. The only way to get around this is to talk about quantum fluctuations in spacetime itself, and that has nothing to do with electromagnetism.

Also, the physics mentioned in the Scientific American article still has the flashes of light coming from some energy source, not a "perfect" vacuum. And every particle with zero electric charge doesn't emit electromagnetic radiation; that's the whole point of dark matter.
