If you're dedicated enough and you have a good teacher it should be possible in less than a year.
I've been studying on and off for years, but haven't been very into it, so even now I can't watch anime without subs and hope to understand.

It took me 2 years of classes and constant practicing (watching anime, trying to translate by ear, then translate by Japanese subtitles, talking to Japanese friends, and the likes) to get to where I could watch anime without subtitles. I also lived in Japan for one of those two years.

Depends on how talented you are at learning languages.

Also depends on how much work you put into it, and your teacher.

If you drown yourself in Japanese and do enough flash cards daily then it took my friend a year. His life was pretty much learning Japanese for that year. I am doing it a lot lighter than him and its taking me years. Really I've got the ear for Japanese I just need to improve my dictionary at this point.

If you're serious about it, and had a good 1-2 hours a day to learn, perhaps you could take under a year.

私は基本的な日本語を話せます、デュオリンゴに勉強します。デュオリンゴは、とても凄いですと私はデュオリンゴをお勧めします。でも、私は日本語を勉強して二年間過ごしました。私はまだ流暢ではありません。(I can speak very basic Japanese, I learned Japanese on Duolingo's mobile app, Duolingo is very good and I certainly would recommend it if you plan on learning Japanese. Keep in mind I have been studying Japanese for 2 years and still am not fluent.)

I think to be absolutely fluent in a language takes a couple years with constant immersion. There's also a difference between being able to understand someone speaking slowly, and being able to understand a moving conversation. You can definitely do it though! I haven't even been trying to learn Japanese and I'd say I understand about 30% of what is being said just from watching enough anime over the years. The same phrases repeat a lot and they will come first.

When a Japanese client came in I was able to welcome them, offer them something to drink, tell them to wait a moment for my boss to arrive, and take their coat. Granted, he luckily didn't ask me a question about the law or my work because a long conversation would have been waaaaay outside my realm of comfort, but you get the idea.
