Could just be a build up of the worst fears of the time into a single creature

It can fly, so we can't hit it
Scales, that we can't penetrate
Fire, because fire has been a source of fear since way back
Snake-like or quadraped probably based on the scariest normal animal encountered
Acid breathe? Disease
Magic in general

Etc.

For the same reason there are lots of gods all over the world. One thing to keep in mind is that what Western language broadly refers to as dragons are very different in appearance and nature depending on the region. Most European dragons, for example, were legless or had wings but no front legs, and were little more than beasts. Contrast this to China, where dragons flew without wings, were highly intelligent, and were part of the celestial order.
