I was under the impression that gift cards were not taxed at time of purchase, but when redeemed they are treated as cash and taxes would be due.

really? I don't buy a lot of gift cards so i didn't know this. I bought 2 PlayStation Store giftcards (digital code) from amazon 5-6 months back and they charged me sale tax on them !!

** this is odd I added a card to cart and there's no sale tax this time.. :? they included sale tax the last time . I didnt' have any other products in the cart beside the 2 PlayStation store giftcards the last time(both were digital code)

I try not to. It's a go-to gift when you're out of ideas and it's lazy.

But sometimes you're out of ideas and that Chilis gift card never looked so good.

I give my family members the Trader Joe's or Whole foods gift cards they can buy anything they want they love those cards
so that about it, on occasion i will but coffee cards for friends b-days depends.

Most gift cards are just like credit/debit cards. There are few exceptions due to tax policies in certain locations. And yes, when you buy the gift card, you may (but not always) get charged a fee to buy it. So it usually is a double whammy. Visa/Mastercard Gift Cards do have a "Process/Print Fee" that's standard for them based on the amount you purchase. Just Google "Visa Gift Card Fees" or "Mastercard Gift Card Fees".

The only reason you don't get fees for credit/debit cards when getting them is because they already make money off of you either through interest/annual fees (credit cards) or deposited money investment (bank cards).

Oh, and I do buy only Visa gift cards for those that I know prefer card over cash. Otherwise, it's just straight cash. I don't like gifts since people have different tastes. I will do Amazon gift cards for the big Amazon spenders.

I try to be a bit more creative than that, but if I really can't think of anything to buy for that person then I'll buy a gift card for a particular store/restaurant that I know they to go or just give them cash. But that's rare.

I buy them for my parents because they are just plain hard to buy for. So getting them a gift card to their favorite store just works out. They can get what they want.

I can't tell if you are telling him to demand a refund because you believe he was taxed when purchasing said giftcard.

Or if you are telling him to demand a refund because you believe he was taxed when using said giftcard to place a purchase.

Only in the former situation will be he able to demand a refund.

If it was a purchase made on amazon you should be able to go back into your purchase history and see how much you spent and if they charged you taxes ask for a refund.
