I'll quickly point out that Chargeman Ken is now on Crunchyroll. Anybody who thinks they've seen bad anime should go watch 5 minutes of that show.
As for worst anime that I ever finished, it's Elfen Lied.
And a lot of people seem to really like it, which I don't understand.

I think that Chargeman Ken has to take the trophy for the worst anime

Here is the description here on Crunchyroll for this show:

About the Show

Infamous among anime fans in Japan, this 1974 series by Knack Productions is known for its nonsensical plots, absurdly incompetent animation, and brutal 10-year-old hero. See young Ken Izumi gun down wave after wave of ineffectual aliens, while dealing with misaligned animation cels, repetitive music, and a near total lack of sound effects. The best joke is that none of this was meant as a joke.

Shadow Skill (worst anime of the 90s, even Virtua Fighter kicks its butt), Akira (sorry, but I've seen more mature action stuff than this like Titan A.E. and I rather watch a RoboCop, Rambo, Jackie Chan or Gungrave animated movie), Gundam SEED Destiny and Kiddy Grade. Fang of the Sun Dougram is absolute garbage, it's one of the dumbest and ugliest mecha/sci-fi action anime I've ever seen. Yeah, I've seen Esper Mami and it's the worst shounen crap I've ever seen (even Saber Marionette J is better than this trash).

It is hard to say what is the worst, because the worst they are the more forgettable they are. I can tell you one thing, the worst anime you have ever seen you didn't finish it or you haven't actually seen anything extremely bad. It has to have nothing, everything is terrible art animation music, characters and story. also it appeals to nobody.

I remember on sci fi channel they had vampire wars, in case you don't know what that is, it is a ova with a 4.75 myanimelist average. That is a whole 1.46 lower than chargeman ken. Most people drop anime with lower than 7.0 but the thing is there is so much below even that. It is hard to find really bad stuff because it is forgotten quickly.

Really it boils down to how low do you go? If you are watching old garbage left and right chances are your worst is way worse than people who say an anime like sao lol. It is just perspective

tldr: People tend to try to forget shit and they don't look for shit, therefore the average fan will say something that isn't that bad at all probably more around average.

I don't recall ever encountering anyone that saw it that said "Ah, it isn't that bad".

I can't recall a specific anime that stands out enough I could call it the worst I've seen, but if I had kept a bottom 10 list, that would probably have been one of them.

I don't remember that one, but one I do remember as being especially bad was Psychic Wars. I just looked it up on MAL and it has a score of only 3.26!:

I didn't like Asterisk Wars. If I were to give a reason, it would be either because of the ugly laser swords or the MC personality.

Worst?

Dark Cat Occupies my negative rankings, which i often reserve for works that stood out in terribleness, and for me, Dark Cat is simply disgusting to watch, and churns my stomach.

I would argue Helter Skelter is even worst than Mars of Destruction, which was over hyped in its terribleness, while Pupa is debatable enough for these rankings as while it completely incomprehensible, it is also a series of 4 minute shorts.

I say The Irregular At Magic High School is overwhelmingly distasteful, but watch Abunai Sisters, and I am truly offended, and for its depiction of its female characters, really, but the feeling that I, as a man, is suppose to enjoy this. An anime who female heroines are reduced to men addicted bimbos who cannot stop exclaiming the most shallow of thoughts, often rife with sexual humor regarding their fleshly lusts, their disproportionate bodies, etc.

Abunai Sisters is simply offensive due to the apparent(?) pandering to men, that underestimates them as easily satisfied pigs that love it when women are obsessed with men, sexual intercourse, their bodies, and nothing else, despite the atrocious proportions of the cheap CGI. Possibly the most offensive to me, and well deserving of the worst of the worst. I am not a fucking dog, and I rarely see any men that are either.

Agent Aika is a weird one. Certainly not as displeasing to the boner as Eiken, but has fanservice is more populous here than even Masou Gakuen HXH. It has decent animation to accompany it, but....there is just SO MUCH. I suffered erectile overload just watching it.

So, to rank it...

-6.Abunai Sisters
-5.Dark Cat
-4.Helter Skelter.
-3.Eiken
-2.Pupa
-1.Mars of destruction.

Lower number is worst, an Abunai just angers me.

I do not think Mars of Destruction is that bad to receive the title of the worst anime ever created. I just found it tepid to boredom, but nothing impressive enough to garner rage. Some say that boredom is the worst, but in small periods, I cannot honestly subscribe to the idea 100%.

Gurren Lagann: This one feels like some random toy maker in Japan said "hey, we need to promote ours toys with a cartoon, it just needs to be flashy so kids like it)
YES, I SAID IT, Gurren Lagann is a cheap toy cartoon, it doesn't even deserve being called an anime, jesus Peppa Pigg is more anime than this
- EXTREMELY cheap animation
- Bad art style
- Bland and stupid characters
- Stupid and underwhelming villians
- No sense of danger because they always "power up" and win, and in the most stupid way possible
- Over the top in a stupid way (not like Kill la Kill or Is This a Zombie?)
- Mechas create matter, wtf? They also work with willpower and friendship and make expresions
- No plot whatsoever other than "random stuff happens" and they do random stuff to solve it
- Fight sequences are atrocious, one mecha punches another, it spins and hits a mountain, repeat until said stupid powerups
- Characters change randomly after a 7 year perdiod
- Horrible ending
- Predictable beyond a train on a closed circle track

Fate/Zero: Starts out interesting but then derails HORRIBLY and becomes stupid, HOWEVER the Art and Animation what superb
- No serious fights other than some random sequences
- TOO MANY CHARACTERS WTF
- Archer is so stupidly op you don't even care about competition or a sense of battle, he's just so cocky and wins in the most unfair of ways
- No main character, you have to pick someone to follow and at the end there is no winner nor fulfillment
- Speaking of the end, it made ABSOLUTELY NO SENSE, it ended in

- Little development because there are SO, MANY, CHARACTERS, you get to barely care about Rider and

- Gets slow after a while, Lancer, Rider and Archer and their "honor" thing stagnated what was supposed to be a free-for-all
- While the premise is very original, the fact that they have A GAZILLION of universes where the SAME EXACT BATTLE always happens with 50 different characters each but always with the fan service mascot Saber makes any plot null because there is no canon

I think that bad is extremely hard to use as an absolute, specially because of fandom and how anime/manga adaptations can differ, along with the many sub genres and styles in anime.
I've seen my fair share of crap, outgrew things I once liked and hated some things in advance, so it's a relative term to consider something bad or awful.

That said, in recent memory, no single anime and manga has let me down as much as Akame Ga Kill.
It was hyped as a GOT level thing, and it had a killer concept, great characters and setting/universe...and it all went down the drain because it's clear the creative team had no idea or plan for the series as a whole, instead focusing on gore, shock and an expendable caste order to keep things together.
That's why it's awful for me; one thing is being banal, lazy and mediocre, but to ruin a good idea and characters is downright criminal for me.

Irregular At Magic High School is the full length show I hate the most that has no merits whatsoever.

Most of the other entries are shorts, OVAs, ONAs, and otherwise you would not see on television.

To come close, television wise, Mayoiga and Glasslip, and Handshakers.

Irregular just bores me as well as angers me via annoyance, and that is probably the worst thing I can think of besides being purely baffled or purely bored. It is the perfect mixture of everything I hate.

For a genre I absolutely love, Himouto! Umaru-Chan is a 3/10. Umaru is too realistically annoying, and if weren't for her NEET lifestyle and her kawaiiness, she would be absolutely hated. It is sad when a cute appearance keeps us from disliking a character, when we continually espouse that looks do not matter in the end.

I ended up dropping the Irregular at Magic High School. The characters were bland and it just felt uninspired. It also doesn't help that there was incest in it too.
