For a female character I often find myself liking what I find attractive in a woman. Easy enough to find at least some traits and characteristics that are like-able considering the spectrum. The submissive klutzy and the dumb antics aside, of course; I don't know why the Japanese like cows in women's bodies. It's udder-ly ridiculous!

For a male character I tend towards somewhat quirky or different, intelligent, and once again not a submissive idiot who can't complete a single sentence. The male characters don't have to be me or my ideal as long as they're interesting.

All characters have to be somewhat realistic or the ability to be related to by viewers. And a good show has a variety of characters and use the "bad" ones to contrast with the "good" ones for optimal viewing pleasure. I just can't watch pansy MC's and human-shaped cows without a healthy dose of humor mixed in; it's fine if they're side characters.

Edit: I know I highlighted the female failures in character design but honestly the biggest turn-off for a show is a weak MC. And it's worse when that MC happens to be a guy.

Yeah! of course, but not exactly super goofy and ditzy. Well, Lupin is kind of goofy, but I really like that guy too.

More Monogatari women - as long as they're not Yotsugi.

This may be the same thing, but I also want to see the common person's faults and insecurities brutally exposed. Anime could be a lot meaner to its viewers. Neon Genesis Evangelion was good at this, but it was too wild - I feel like it wasn't easy to see myself in any of the characters; maybe Misato. Gatchaman Crowds also did this, but its criticism was too general (as social media crowds we behave poorly). Monogatari is probably the best at breaking its characters.

A high stat growth, plenty of good utility moves, a cool build, and one good badass moment.

Ohh, are we talking about the character's 'character'? I couldn't care as long as they aren't ear or eye rape.

Like it or not, flaws are what makes us human. So a perfect character is always one of two things, a self insert character without a personality or just boring due to them nlt having any features we can relate to.

Characters I feel are realistic, and have a backstory that explains precisely why they are the way they are. And I have to be able to relate to them to some extent.

Take, for example, Asuka fron Evangelion, or Johan from Monster.

Weak and wimpy but grows over time or not.
I want my harem characters not to be fucking players who go for all the girls but shy guys normal guys but less of the fucking cliche.
